At their first meeting after the summer break, budget MEPs will examine the Council’s position on the 2027 EU budget and vote on the second draft amending budget for 2026.

On Thursday, the general rapporteur for the 2027 Budget – Section III (Commission), Nils Ušakovs (S&D, LV), will present a working document to the Budgets Committee assessing the Council’s position on next year’s budget. EU ambassadors adopted the Council's position on the 2027 draft budget on 15 July, and it is expected to be formally approved in September. Compared with the Commission’s draft budget, the Council is proposing to reduce funding by €1 billion in commitments and €502 million in payments across the main areas of the EU’s long-term budget.
The working document makes an initial assessment of how the Council position compares to the Parliament’s priorities. The assessment and the discussion among MEPs will contribute to Parliament’s position on the budget. Parliament is expected to adopt its position during the second plenary session in October in Strasbourg.
MEPs will also vote on the second draft amending budget to the 2026 budget, which updates both the revenue and the expenditure side. It proposes €444.2 million more in commitments and €8 billion more in payments, including additional funding for the European Regional Development Fund (ERDF), Cohesion Fund, European Social Fund Plus (ESF+) and the European Agricultural Fund for Rural Development (EAFRD), as well as support for farmers facing severe liquidity challenges. It also reinforces funding for the European Agricultural Guarantee Fund, and administrative expenditure and the management of the Ukraine Support Loan. General rapporteur Andrzej Halicki (EPP, PL)'s draft report supports the draft amending budget.
On Wednesday, at a joint meeting with the Committee on Economic and Monetary Affairs, MEPs will hear from Nathalie Berger, director in the Commission's Directorate-General for Internal Market, Industry, Entrepreneurship and SMEs.
