On Thursday, the Committee on Budgets will vote on the budgetary assessment of the proposal establishing the Global Europe instrument, which is part of the 2028-2034 multiannual financial framework (MFF) package and is the main instrument dedicated to the EU’s external action. The Committee aims to reflect the guidance set out in the interim report on the MFF, which outlines Parliament’s position on the next EU long-term budget.
Budgetary assessments are meant to provide input to sectoral committees, in this case the Committees on Foreign Affairs and on Development, examining whether the Global Europe proposal provides sufficient financial and human resources, evaluating the potential impact of the financing proposed on other Union programmes, and ensuring coherence with budgetary principles. The Foreign Affairs and Development Committees are in the process of finalising their position on the proposal.
Similarly, MEPs will vote on the budgetary assessment of the proposal on the Common Agricultural Policy 2028-2034 as part of the MFF package.
MEPs will also discuss several Commission proposals on the mobilisation of the European Globalisation Adjustment Fund for Displaced Workers (EGF) to support laid-off workers. One of the proposals concerns the mobilisation of €3.8 million to help 1,257 people who lost their jobs after the closure of the Cora hypermarket chain in Wallonia, Belgium in December 2025, following years of financial problems. Hélder Sousa Silva (EPP, PT) will present his draft report on the proposal.
MEPs will also discuss a proposal to unlock €2.7 million from the EGF for workers in the automotive industry in the Spanish region of Galicia, where 671 workers were dismissed from 20 companies in the car sector. The draft report was prepared by Sandra Gómez López (S&D, ES).
A third draft report, by Nicolae Ștefănuță (Greens/EFA, RO), will be discussed by MEPs on the Commission proposal for a decision to mobilise €410 310 in EU funding from the European Globalisation Adjustment Fund for Displaced Workers (EGF) to provide support for 235 displaced workers of Valmet Automotive, a Finnish company specialising in the manufacture of motor vehicles, trailers and semi-trailers.
